Group work method
- Group numbers: Each group should consist of 7 to 10 participants.
- Time: Two hours and fifteen minutes.
- Tasks: Prepare a draft of the required plan and then present and discuss it with all participants in no more than 15 minutes per group.
Group 1: In light of question 17 and the answer to it, develop an advocacy plan that targets the executive and legislative bodies responsible for ensuring that persons with disabilities can exercise their right to independent living and those responsible for the system of residential institutions. The plan must include: the vision, the message, the overall objective, the sub-objectives, the main activities, the time frames and a spectrum of allies. It must also state the timescales for each activity, the estimated budget for implementing the plan, and the expected sources of funding.
Group 2: Develop a project proposal addressed to a donor aimed at promoting independent living for persons with disabilities. This proposal should include: the overall objective, the sub-objectives, the main activities and their time frames, performance indicators and the expected budget.
Group 3: Develop an advocacy plan for writing a brief parallel report or a paragraph in a comprehensive report on independent living, deinstitutionalization and alternatives to institutionalization and on how to present it to the United Nations Committee. The plan should include: the number of organizations likely to contribute to the drafting of the report and the conditions for allowing them to participate; the main elements to be included in the report; potential sources of funding for travel to Geneva to attend the dialogue session with civil society organizations and the formal constructive dialogue session with the State party; proposed strategies for presenting the report, answering the Committee's questions and convincing the Committee of the contents of the report; and the key next steps for using the concluding observations issued by the Committee to the State party in relation to independent living and institutionalization as part of advocacy activities.
